§ Mr. SwinglerIs not the Secretary of State aware that the American delegation at the conference on surprise attack at Geneva declared that the United States military authorities had now prohibited the carriage of nuclear bombs over American territory? Will he inform himself of this situation—which I can assure him is a fact—and ask himself why we should carry on with a dangerous and provocative practice when the Americans have stopped it?
