asked the Secretary of State for Foreign Affairs what notification he has received, as co-Chairman of the Geneva Conference, of the decision of the Royal Laotian Government to denounce the Geneva Agreement on the cessation of hostilities in Laos; and what action he has taken to maintain the rights and obligations of all the parties to the Agreement.

I take it that the hon. Gentleman is referring to the declaration made by the Royal Laotian Government on 11th February. As was made clear in a statement by the Laotian Prime Minister on 17th February and subsequently, this was not a denunciation of the Geneva Agreements.

Mr. Warbey

I thank the Joint Under-Secretary for that reply. Do the Government support the American policy of seeking to draw Laos into the S.E.A.T.O. bloc, or will they stand by the Geneva understanding, which was that Laos and Cambodia should constitute a neutral area?

Mr. Allan

That is a quite different question. In any case, I do not accept the implications in the hon. Member's supplementary question.
