As the Chancellor of the Exchequer said when introducing the Bill, this is a machinery Bill. It seems to us on this side of the Committee that very little discussion would be in order on major questions and that all that could be said has already been said at an earlier stage by my right hon. Friend the Member for Rochester and Chatham (Mr. Bottomley)
