§ Mr. J. AmeryIt is not possible to distinguish refugees from other people in Hong Kong. Unemployment is not widespread, but there is a serious degree of under-employment, particularly among unskilled and semi-skilled workers. All possible precautions are taken against the security risks arising whether from refugees or from the normal flow of visitors to and from the Colony.
