asked the Secretary of State for the Colonies whether he will make a statement concerning the present employment and security aspects of the problem of refugees in Hong Kong.

It is not possible to distinguish refugees from other people in Hong Kong. Unemployment is not widespread, but there is a serious degree of under-employment, particularly among unskilled and semi-skilled workers. All possible precautions are taken against the security risks arising whether from refugees or from the normal flow of visitors to and from the Colony.
