asked the Secretary of State for Scotland if he will publish in the OFFICIAL REPORT a list of Statutes in which maximum penalties of £500 or more are permissible.

No, Sir. This information could not be obtained without undue expenditure of time and effort.

Can the Joint Under-Secretary give an undertaking that he will publish in the OFFICIAL REPORT the number of Statutes enacted this century in which the maximum fine is £500 or more? Will he give the reasons why the Government have introduced this disgraceful fine in the comparatively irrelevant Bill about to come before the Scottish Grand Committee—the Deer Bill?

Perhaps the hon. Gentleman will put down a Question about the first point so that we may consider it. His second point deals with a Bill now before the House and, therefore, it would not be appropriate for me to answer his supplementary question.
