FraserIn view of the time, Sir Gordon, and the fact that there is a great reluctance on the benches opposite to discuss any of these Amendments, we thought that we would not move this Amendment now but do as we did with the last Amendment to Clause 1, that is to say, leave it now, in the hope that we may be able to return to it when we reach the Report stage.
