asked the Secretary of State for the Colonies what action is being taken to implement the Report on Higher Education in East Africa.

Mr. J. Amery

The recommendations of the Working Party on Higher Education and the financial implications of its Report are still being studied by the East African Governments, and action upon them will be decided when that study is complete.

Will the Under-Secretary say what progress is being made with the Technical Institute in Nairobi?

Mr. Amery

I am afraid that that is a rather different question. Perhaps the hon. Member will table a Question.

Will the Under-Secretary say whether they have now been able to allow the same number of students to go to the University at Makerere as went last year and whether that difficulty has been solved?

Mr. Amery

Here again, I ask the hon. Member to table a Question. His supplementary question is rather different from the Question on the Order Paper.
