asked the President of the Board of Trade when he expects to be able to announce the membership of the Committee appointed to consider the whole question of consumer protection.

As soon as possible, but it will take a little time to find the right people.

Does the right hon. Gentleman expect to be able to announce the Committee's terms of reference before announcing its membership? Flow much longer does he think it will take the legal experts to settle the legal points arising out of that?

Only a short time, think. A number of Government Departments are involved.
