§ 3. Mr. Swinglerasked the Secretary of State for the Colonies what percentage of the national budget of Tanganyika will be spent on education and police, respectively, for the year 1959–60.
§ Mr. Lennox-BoydThe draft estimates for the Tanganyika financial year beginning 1st July, 1959, will not be published until the end of the month. I am unable, therefore, to supply this information at present.
§ Mr. SwinglerWhen the right hon. Gentleman has this information, will he undertake to examine it very carefully, particularly from the point of view of recommending to the Tanganyikan Government that a bigger proportion of expenditure should be spent on education, because this would be a better investment for peaceful and constitutional development than the obsession for expenditure on the police?
§ Mr. Lennox-BoydI shall watch this expenditure, together with all others, in order to see that a proper balance is preserved.
