3. Mr. Swingler

asked the Secretary of State for the Colonies what percentage of the national budget of Tanganyika will be spent on education and police, respectively, for the year 1959–60.

Mr. Lennox-Boyd

The draft estimates for the Tanganyika financial year beginning 1st July, 1959, will not be published until the end of the month. I am unable, therefore, to supply this information at present.

Mr. Swingler

When the right hon. Gentleman has this information, will he undertake to examine it very carefully, particularly from the point of view of recommending to the Tanganyikan Government that a bigger proportion of expenditure should be spent on education, because this would be a better investment for peaceful and constitutional development than the obsession for expenditure on the police?

Mr. Lennox-Boyd

I shall watch this expenditure, together with all others, in order to see that a proper balance is preserved.
