asked the Parliamentary Secretary to the Ministry of Works, as representing the Lord President of the Council, whether he will make a statement on the appointment of a scientific attaché to Moscow.

As my noble Friend has announced in another place today, an appointment has now been made and the scientist appointed is at present making a preliminary visit to Moscow.

Do I take it that Questions concerning the work of the scientific attach´ in Moscow should now be addressed to the Foreign Office and not to the Parliamentary Secretary to the Ministry of Works?
