§ I turn now to my major proposals. A Chancellor of the Exchequer with a larger prospective surplus than he needs can either try to do a little good in a greater number of places, or can concentrate on a few changes that he thinks will be most helpful to the whole economy. I had no doubt at all that, though some disappointments will be inevitable, the second course was the one I ought to follow.
