10. Mr. Emrys Hughes

asked the Minister of Defence if he is aware of the official publication in the United States of America of information about a new North Atlantic Treaty Organisation base for submarines to be placed on the coast of Ayrshire; what consultations have taken place on this matter; and if he will make a statement.

Mr. Sandys

I think the hon. Member must be referring to an anti-submarine boom and not to a base for submarines. I am naturally aware of this project. In fact, I announced it to the House last December. The local authorities concerned were duly consulted.

Mr. Hughes

Is the Minister aware that contracts for this purpose were first asked for in the United States of America and that they took the local authorities in Ayrshire completely by surprise? Is it not going to be a very expensive boom at£1 million a year, and is not the right hon. Gentleman, by agreeing to this national expenditure, encouraging the inflation which has disastrous economic effects on the country?

Mr. Sandys

As regards being taken by surprise, I thought the authorities might have got over that surprise during the past year. The cost will be shared by the N.A.T.O. countries in accordance with the usual agreed formula. For Ayrshire, I should think that this scheme will bring very welcome employment.
