asked the Secretary of State for Scotland whether he will now increase the pensions of retired teachers by 5 per cent.

My right hon. Friend has no power to make such an increase in the pensions of retired teachers.

Mr. MacPherson

Ought not such an increase to be made, in view of the fact that it is highly desirable that these pensions should keep pace with changes in the salaries of teachers?

Mr. Macpherson

It has not been the policy of any Government since the war to see that the level of pensions of retired public servants should be adjusted to correspond precisely with increases in the cost of living; nor could any such increases be limited to one section of the community.
