21. Mr. S. O. Davies

asked the Secretary of State for the Colonies what was the nature of the forbidden publications found on, and what were the grounds for the charge of sedition made against, Mr. Engur, Vice-President of the Uganda National Congress, who was sentenced to two years' imprisonment.

Mr. Engur was charged in October, 1957, with uttering words with seditious intent—at a meeting in the Lango District of Uganda and with possessing a proscribed publication, namely, a copy of Forum ", Vol. 10, No. 34.

Mr. Davies

Will the hon. Member please enlighten the House and tell us what is in that copy of "Forum" which has made it necessary to arrest this innocent man?

Mr. Profumo

I did not want to take too long in giving the full details, but I will certainly write to the hon. Member or circulate in the OFFICIAL REPORT what were the seditious utterances which gave rise to this charge.

Mr. Stonehouse

Is the Minister aware that there have been many pointless seditious cases pursued in Uganda in the last years which have had only the effect of bringing the authorities into disrepute?

Mr. Profumo

I certainly do not accept that.
