asked the Secretary of State for the Colonies if he will make a statement on the proposed constitutional changes in Northern Rhodesia and Nyasaland.

I have nothing to add to my reply on 6th March.

Is the right hon. Gentleman aware of the very grave situation throughout the whole of Central Africa, and how important it is that African claims in these two Territories should be met, if there is to be an easing of the situation? Will he reassure the African population at an early date?

Mr. Lennox-Boyd

I cannot accept that there is a grave situation throughout the whole of Central Africa. I am very well aware of the great importance which some people, understandably, attach to these constitutional developments.
