asked the Minister of Transport and Civil Aviation when the full report of the first year's work of the committee conducting the campaign for the staggering of working hours in Central London will be published.

May I thank the Parliamentary Secretary for saying that the report is eventually to be issued, and ask 426 whether he regrets that it has not been possible to publish it earlier, as the Committee has been sitting for a considerable time? May I ask whether the work of the Committee is continuing and whether the Minister would consider asking that some element of compulsion be introduced regarding schemes for staggering working hours in view of the comparatively poor response?

The work of this Committee is continuing, and we regard it as important to try to relieve the problem caused by pressure of traffic. My right hon. Friend and I will be meeting the Committee shortly to discuss ways of staggering working hours.
