asked the Minister of Health whether he can now state when legislation will be introduced to implement the recommendations of the Royal Commission on Mental Illness and Mental Deficiency.

In view of the Lord Privy Seal's statement the other day, could the right hon. Gentleman not now say it is the Government's intention definitely to introduce legislation in the next Session?

I obviously cannot go farther than my right hon. Friend did last week, when he said: It cannot of course be this Session; it may well be next.…The matter must be decided …at the right time of year when we are considering and eventually announcing our programme.
