I beg to move, in page 26, line 15, at the end to insert: in the open market by a willing seller". The Amendment is put down to meat a point made in Committee by the Opposition. We were of the opinion that, as the Bill was drafted, the "value" would be the open market value. I undertook to look into the point, and on consideration of the matter with my legal advisers I took the view that there might be something in the Opposition point. It is worth while making the matter absolutely clear. There is nothing between us as to what we want to do. We have put down the Amendment to remove all possible doubt whatever. I wish to thank the Minister for having adopted the point which we made. The Amendment wholly meets the point we had in mind.
