§ 21 and 22. Mr. Russellasked the Secretary of State for the Colonies (1) to what extent municipal authorities in Colonial Territories arrange for their sewage to be treated together with household and trade refuse and made into compost;
(2) to what extent municipal authorities in Colonial Territories recover valuable materials such as metals, textiles, paper and glass from household and trade refuse before disposing of it.
