asked the Minister of Housing and Local Government and Minister for Welsh Affairs when he expects to receive the report of Mr. J. Ramsay Willis, Q.C., whom he appointed to inquire into Manchester's need of land for housebuilding purposes.

I have received Mr. Willis's report and, in consultation with my colleagues, I am considering it.

Is the right hon. Gentleman aware that thousands of people in Manchester continue to live in great unhappiness, with their homes decaying around them, and that so far they regard the right hon. Gentleman's contribution to this problem as being one to put the maximum amount of obstacles in the way of the corporation solving the problem, apart from having to put the tenants' rent up?

I am sorry if the hon. Gentleman takes a strong line against my action in setting up a wholly independent and impartial inquiry into this matter.
