asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he is aware that the present standard for the construction of service roads on housing estates, especially in rural areas, is unnecessarily expensive; and if he will give favourable consideration to the introduction of a standard that will be less costly although paying due regard to the durability and appearance of the roads.

The standard of construction normally depends on what the local highway authority requires before agreeing to take over an estate road, and my right hon. Friend has no power to prescribe standards. If the hon. Member has any particular difficulty in mind, perhaps he would let me know.
