asked the Secretary of State for the Colonies if his attention has been drawn to the reference by the Chief Secretary in the Legislative Council of Kenya to the possibility of reorganising official visiting at Lokitaung Prison; and if he will make a statement on future policy.

Mr. Lennox-Boyd

The Chief Secretary gave an assurance that the Government would do everything possible to strengthen the system of visiting justices, a system which is and has been applied to this prison. I am sure that this is a sound policy.

Does the right hon. Gentleman mean by that reply that the Government are now willing to consider appointing visiting justices other than provincial and district officials?

Mr. Lennox-Boyd

No. I explained to the hon. Lady during the Adjournment debate on 16th June that I was not prepared to accept the charge that visiting officials were incapable of arriving at a fair conclusion.
