meet what he admits is a growing need for electricity in the Highlands of Scotland. If we do not meet the need this way, if we stop going ahead in this way, the Board will be in an even worse position to go ahead with what my hon. Friend the Member for Caithness and Sutherland wants—that is, out of the profits made from the supply of electricity to the South of Scotland and through the lower cost of production in the Highlands, to supply the means of distributing electricity to the outlying parts of Scotland.
