§ 33. Mr. Biggs-Davisonasked the Secretary of State for the Colonies whether the proposals of the Sierra Leone Government, as embodied in Sierra Leone Sessional Paper No. 1 of 1958, have been approved.
§ Mr. Lennox-BoydYes, Sir. After discussions at the end of last year, the Sierra Leone Government submitted formal proposals in March for changes in the Constitution which involve the creation of an all-African Executive Council under the Governor. These proposals have been approved. The drafting of the necessary instruments is nearly finished and I hope the changes can be put into effect quite soon. I am arranging for copies of the Governor's despatch and of my reply to be placed in the Library of the House.

§ Mr. Lennox-BoydThat will be clearly shown in the communications I shall place in the Library. I will take the opportunity of saying that, in the view of Her Majesty's Government, Sierra Leone Ministers have shown every evidence of responsibility.
