asked the Secretary of State for the Colonies what proposals have been made by the Government of the British Cameroons for the further training of African staff; and when these proposals will be put into operation.

Mr. Profumo

Pre-service and in-service training schemes are already in operation in both the Northern and the Southern Cameroons. I do not know of any additional proposals.

Mr. Mallalieu

Can the hon. Member say whether these schemes were started this year? Not very long ago his right hon. Friend, in answer to a question of mine, said that new proposals were about to be made. Can the hon. Gentleman tell me whether these schemes are the result of those proposals, or whether new proposals are still being adumbrated in the mind of the Government? In view of the fact that there are only twenty-six Africans, as against 161 expatriates, can the Minister say that further training will be urged on as quickly as possible?

Certainly. My right hon. Friend is extremely anxious to do that. I am confident that the Governments concerned appreciate the need for training Africans for posts at all levels in the public service, and they are implementing this policy as rapidly as possible.
