asked the Secretary of State for Scotland, in view of the recent official statement on relaxation of credit restrictions, if he will now give favourable consideration to the Girvan Town Council's proposals for improvements of Girvan Harbour.

I cannot add to the reply which I gave the hon. Member on 4th March. As my right hon. Friend the Chancellor of the Exchequer made clear in his statement, his proposals did not deal with public expenditure.

Why not?

For the very good reason that my right hon. Friend the Chancellor of the Exchequer gave in that debate, if the hon. Gentleman will look at it.

May I ask my right hon. Friend, when he is considering the question raised by the hon. Gentleman opposite, if he will also give careful consideration to the vital necessity of improving the Faithlie Basin in Fraserburgh Harbour?
