asked the Secretary of State for Scotland what changes he proposes in the arrangements for negotiating salary changes in central institutions.

Mr. N. Macpherson

At the request of the governing bodies and the staff associations concerned, my right hon. Friend has agreed to the introduction in four of the institutions of a revised procedure, details of which have been sent to the hon. Member. The governing bodies and staffs of the remaining institutions have been told that my right hon. Friend is prepared to consider proposals for similar arrangements for them.

Mr. Thomson

Is the hon. Gentleman aware that there will be general satisfaction among those who care about the future of technical education in Scotland that some progress has been made in this matter? Will he do everything possible to encourage governing bodies of other associations and central institutions to come together so that proper national negotiating machinery can be set up?

Mr. Macpherson

Yes, Sir; we are doing everything we can to do so.
