asked the Secretary of State for the Colonies what advice has been given by Her Majesty's Government to the Governments of Northern Rhodesia and Nyasaland on the execution of the provisions of the Constitution Amendment Act and the proposals contained in the Federal Electoral Bill.

In view of what has happened in the Central African Federation since the original Bill amending the constitution was introduced, the deep antagonism of the African population towards these Measures, and the renewed appeal of the African Affairs Board, will not the right hon. Gentleman reconsider this attitude before it is too late?
