§ Mr. NugentI accept that it is important, but we feel that we should have a full-scale experiment extending over about 100 sites before we finally reach a conclusion. I know that the hon. Member has had a satisfactory experience with this in his own locality, but we feel that we should have a full-scale experiment before reaching a final decision.
