asked the Chancellor of the Exchequer the constitution of the Official Side of the Whitley Council at present considering mileage allowance for public servants who use their private cars on duty.

May I ask my hon. and learned Friend whether he does not recognise that there is a matter of principle involved in this case? Has it not been the rule hitherto that no one should sit on the Official Side of the Whitley Council if his own emoluments are under negotiation? How can this be done in this case? Is my hon. and learned Friend happy that this is an entirely suitable matter for Whitley Council procedure?

Yes. This matter is traditionally handled by Whitley Council procedure, and Treasury officials represent the public purse in such proceedings.
