The text of this convention was given in the White Paper, Command 313, which was published on 21st November last. Ratification covers all its provisions.

May I thank the right hon. Gentleman for his assurance about ratification, and ask whether the Convention applies to British overseas territories and Colonial Territories like Kenya?

Our ratification covers Great Britain and Northern Ireland; but, as he made clear in December, following a ratification the Colonial Secretary writes to all overseas Governments on those matters, and that action has been initiated.
