6. Mr. Rankin

asked the Secretary of State ffor Foreign Affairs what action is proposed with regard to the recommendation which the Consultative Assembly of the Council of Europe have forwarded to the Committee of Ministers relating to the co-ordination of national programmes for the development of Africa and the creation of a consultative committee of European and African Ministers.

Mr. Ormsby-Gore

No such recommendation has yet been forwarded to the Committee of Ministers, but recommendations on these lines appear in the report of a group of independent experts set up by the Consultative Assembly to study the question of African development. This report is still being considered by a sub-committee of the Assembly's Economic Committee.

Might I ask the right hon. Gentleman if, when the matter comes to Government level, Her Majesty's Government will look at it with great sympathy?
