§ Mr. Lennox-BoydThe views of Her Majesty's Government on this Report are set out in the observations which will be submitted shortly to the Trusteeship Council. A copy of these observations will be placed in the Library of the House. Her Majesty's Government consider that the Report, taken as a whole, is a helpful and constructive document, giving a fair and balanced account of the situation in Tanganyika.
§ Mr. BrockwayWhile welcoming that expression of opinion about the Report, may I ask whether the right hon. Gentleman would say what the Government's attitude is towards the recommendation that there should be an optional vote, rather than a compulsory vote, in constituencies when candidates of the three races are before the electorate, that the qualifications should be liberalised and that following the elections there should be a constitutional committee to prepare the way for universal suffrage?
