asked the Minister of Education if he will examine the financial conditions of the means test for university awards with a view to its revision.

My right hon. Friend is considering this matter at present.

Is it not a fact that manual workers at the bottom of the scale and the wealthy at the top of the scale generally do quite well out of this system, but that those in the £1,000 to £2,000 a year range, which includes many professional men, do not do so well?

Is the hon. Member further aware that the noble Lord who occasionally uses a bell has been speaking most favourably about this matter of a revision for those earning between £1,000 and £2,000?

I am sorry to have given the impression of trying to anticipate the bell. My right hon. Friend is considering detailed changes in the value of awards, and I can assure the hon. Member that the structure of the income scales is under review.
