asked the Minister of Education if he will reconsider his decision further to limit the amount that local education authorities are permitted to expend on capital projects out of revenue.

Is the Minister aware that Hampshire Education Committee has to find an extra £120,000 in increased interest charges as a result of Government policy and that it wants to rid itself of some of the crushing burden of usury at 7 per cent. by providing capital projects out of revenue? Why does the Minister not leave the local education authorities alone? Why does he put a check on them?

My right hon. Friend regrets the necessity for these further restrictions, but I do not think it was unreasonable to make a slight offset against what will be very substantial increases in my right hon. Friend's Vote made necessary on other grounds.
