§ 16. Mr. Willeyasked the Minister of Agriculture, Fisheries and Food what discussions he has had with the Potato Marketing Board about the proposed 1344 arrangement for the guarantees on potatoes.
§ Mr. John HareFollowing my announcement on 1st August, discussions have been taking place and are continuing with the producers' representatives including representatives of the Potato Marketing Board, about the detailed administrative arrangements for operating the new guarantee system.
§ Mr. WilleyIs the right hon. Gentleman aware that the Board appears to have some reservations about the scheme? Is he further aware that where guarantee provisions such as these obtain it is essential not to create the impression that producers are exploiting a scarcity market? Is it not the duty of the Board and the Government constantly to satisfy consumers that that is not happening?
§ Mr. HareYes, I agree that if there were any suggestion of the last implication in the hon. Member's supplementary question it would be very serious, but the Board agreed to co-operate in running the new arrangements on the understanding that the change of system did not diminish the value of the guarantees. That condition was satisfied and agreement with the Board was reached. I point out that our discussions with the Board about detailed administrative arrangements should not hold up the Board's plans for advising producers of its intentions.
§ Sir J. DuncanAs this is the seed-buying season and a large number of farmers have already contracted to buy seeds, is it not advisable to get this matter cleared up as soon as possible?
§ Mr. HareYes, but, as I said, there is nothing in our detailed discussions which should hold up the Board's declaration to producers of its intention.
