asked the Secretary of State for the Colonies whether he has considered the proposals affecting the constitution and the franchise recently made by the Government of Northern Rhodesia; and if he will make a statement.

Mr. Lennox-Boyd

I have naturally studied the proposals closely and with great interest; but, as hon. Members will know, the Northern Rhodesian Government have published them for public discussion. They have not yet made recommendations to me.

Mr. Wall

Can my right hon. Friend say when the House will be able to debate the proposals?

Mr. Lennox-Boyd

In this House?

Yes, in this House.

I shall have to look into that.

Is it not a fact that these proposals which were made by Sir Arthur Benson are much too complex for Europeans to understand, never mind Africans?

Mr. Lennox-Boyd

I do not think so. Without claiming any particular merit, I took them in quite easily.
