§ Mr. NugentOn the day the regulations were laid, we issued a Press notice about the changes, which was extensively quoted in the national Press. Copies of the Press notice were also sent to more than 40 organisations, and their help was sought in bringing the new regulations to the notice of all who they thought might benefit from them.
