34. Mr. Malcolm MacPherson

asked the Secretary of State for the Colonies what steps he is taking to facilitate the training of Africans in Tanganyika to become qualified for appointment as resident magistrates.

Mr. Profumo

It is the policy of the Tanganyika Government to provide, by the expansion of its bursary scheme, increased opportunities for the acquisition of academic and professional qualifications including legal qualifications, so as to enable Tanganyikans to take advantage of the opportunities for employment in senior posts in the territory. It is hoped thereby that more Africans will take advantage of the increased facilities to study law and other subjects overseas.

Does not the Minister recall that the point made in the Question was that made by the Trusteeship Council? Will he therefore press this matter rather more urgently?

Mr. Profumo

I think it is receiving the consideration which, as I agree with the hon. Member, it justly needs.
