§ Sir E. BoyleYes, Sir, I am well aware of the difficulties. It is, of course, true that under Section 17 of the 1944 Act, the power to make articles of government for voluntary secondary schools rests with my noble Friend, but, as the hon. Gentleman is aware, my noble Friend is 350 always anxious, so far as he can, to secure the full agreement of the parties concerned.
