§ Mr. DaviesWhen will the appropriate time be? This scheme has been published already. Plans have appeared in the Press, and they are extremely difficult to follow. As this matter will be the subject of some controversy, will not the hon. Gentleman consider having a model placed in the Library as soon as possible?
