Motion made, and Question proposed, That the Clause stand part of the Bill.

The Minister pointed out that the scheme was still under consideration, so I hope it will not be too late to make one or two points as I have in my constituency some of the smaller inshore fishermen. I hope that in the discussions which are taking place they will not be browbeaten by the "big boys" in any way, but that their case will be duly considered. I also hope——

I do not think that the hon. Member is referring to Clause 4.

Mr. MacLeod

I want to see that the maximum amount of grants go to herring fishermen under the scheme. The Minister wants to see that we have a healthy fishing industry, so I hope, Sir Gordon, that I may raise some points which will help the Minister to see that the grants are given in a satisfactory manner.

I think that this Clause refers only to the maximum limit.
