asked the Prime Minister if he is now in a position to announce legislative proposals for the reform of the House of Lords.

The Prime Minister

I would refer to the reply given by me on 11th April last.

Mr. Hamilton

Did not that reply promise legislation during the Session? Does not the Prime Minister agree that by this time the tension among their Lordships must be well-nigh unbearable?

The Prime Minister

No, Sir. This Session is not yet ended, of course; nor did I refer to legislation, but to proposals.
