asked the Secretary of State for Foreign Affairs whether the Organisation for European Economic Co-operation has replied to the Council of Europe on the question of the increased cost of fertilisers.

Mr. Ian Harvey

Not yet, Sir. The Recommendation is under urgent consideration by the Organisation for European Economic Co-operation and has been referred for examination to the Committee of Deputies of the Ministerial Committee for Agriculture and Food. Her Majesty's Government will do everything possible to ensure that no undue delay occurs in consideration of the Recommendation by the Organisation for European Economic Co-operation.

Whilst appreciating that expression of intention, does the Joint Under-Secretary also appreciate that if the Council of Europe is to be more effective, we have to seek a more speedy implementation of its decisions? Secondly, if we are to strengthen the relationship between the Council of Europe and O.E.E.C. we must have a more speedy response from O.E.E.C.
