asked the Under-Secretary of State for Commonwealth Relations what action he proposes to take to bring the Federation of Rhodesia and Nyasaland up to the same constitutional status as that promised to Ghana, Nigeria, Malaya, Singapore and the Caribbean Federation.

The position varies with regard to the constitutional status of the places mentioned by my hon. and gallant Friend. The preamble to the Constitution of the Federation of Rhodesia and Nyasaland, which is annexed to the Order-in-Council of 1st August, 1953, envisages that the Federation should go forward to the attainment of full membership of the Commonwealth. Provisions for the amendment and review of the constitution are contained in Articles 97, 98 and 99.
