asked the Minister of Pensions and National Insurance if he will consider introducing regulations under which a civilian or ex-Service crippled person suffering from 100 per cent. disability would receive a special handicapped person's allowance instead of National Assistance.

Mr. Boyd-Carpenter

It would be exceptional for a 100 per cent. disablement pensioner to require National Assistance, and I should be glad to have particulars of any case that my hon. Friend may have in mind.
