asked the Minister of Transport and Civil Aviation how many regional transport commissioners have not yet granted general authorisations allowing a C-licence holder to carry the goods of another C-licence holder, provided those goods would have been carried in a C-licensed vehicle, in order to save fuel.

Is my right hon. Friend aware that this is a very welcome concession, as a means of saving fuel, to C-licence holders, particularly in Yorkshire, where there has been a certain amount of delay in granting these authorisations?
