I beg to ask leave to present a Petition signed by 52,025 people resident in Scotland, including many resident in Berwick and East Lothian, referring to the urgent need for improving road communications in Scotland. The Petition reads as follows: Wherefore your petitioners pray that to ensure the early completion of adequate modern roads in and serving Scotland arrangements shall be made to raise a special road loan to provide the necessary funds to carry out this work under a comprehensive scheme, so avoiding the delays and frustrations which have proved to be inevitable under the present system of financing road works by means of annual grants. And your petitioners, as in duty bound, will ever pray.
