asked the Secretary of State for Scotland if he is aware that teachers are the only large body of public employees whose salary awards cannot be back-dated; and if he will consult the appropriate authorities about legislation to rectify this anomaly.

At the request of the Educational Institute, my right hon. Friend is arranging for one of his colleagues to meet representatives of the Institute in order to hear their views and he will also, of course, take account of any views that the education authorities may submit to him.

Is the Joint Under-Secretary aware that his reply will go some way to satisfy the teaching profession? May I also ask whether he is aware that a Measure similar to the Police Fire and Probation Officers Bill is necessary to put right this anomaly?
