Is not the Lord Privy Seal aware that defence of the civilian population is a very important topic which should not be overlooked? Will the Lord Privy Seal, who is in charge of Civil Defence, mention to the Prime Minister that we might hear a little about how the civilian population is to be defended in a rocket war?

The machinery of N.A.T.O. already provides a comprehensive system for the review Of Civil Defence and I can only give the answer to the Question, to the best of my ability, from the information I have received from Paris.
